strictly talking about forums, where people can publicly insult each other...i think it is up to the forum administrators and moderators to "control" their part of the internet. Of course the internet needs control. There should be no reason people should be able to see this kind of verbal violence whenever they decide to go on the internet. Usually forums ban members like that. read the post i put up under nathan's Do you find this valuable?
